Notice of Intent

The Energy Security Division (ESD) has a critical core mission requirement for analysis and reporting on economic factors affecting global energy markets that impact U.S. energy security. Specifically, ESD requires information on key industry benchmarks and indices for oil and gas and tanker freight pricing worldwide that could impact energy issues. Such information enables ESD personnel to meet a critical mission need to support energy stakeholders and policymakers across government.

ESD intends to purchase subscription products and advisory services from Argus Media Inc due to their position as the oil and gas industry’s largest Price Reporting Agency with the most comprehensive and authoritative database on crude oil and tanker freight quantity and pricing data. Argus offers unique access and insights to specific country and geographic markets other vendors do not collect data on and provides a flexible delivery approach and product suite for subscribers. Argus media Inc has an expansive team of industry experts and global research teams who specialize in the energy sectors that can provide first-hand knowledge of markets and potential threats or risks to the market. The award will be a Firm Fixed Price (FFP) contract that includes one 12-month base period and four 12-month option periods, structured to provide for four (4) core products each annual performance term that include light consulting services and access to Argus media Inc webinars and presentations.

In accordance with the Competition in Contracting Act, 41 U.S.C. 253 [C] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements.

THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR COMPETITIVE PROPOSALS

Interested parties may submit a capability statement by June 24, 2024 at 0800 AM EST via email to Lars.Hankin@HQ.DOE.GOV. Please include “Specialized, Energy and Commodity Market Pricing Data Product Suite and Advisory Services” in the subject line of the email if submitting a capability statement. The written response must include a detail discussion demonstrating experience providing the services identified in this announcement and past performance client information for similar services.

A determination by the Government to compete this proposed contract based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered sole for the purpose of determining whether to conduct a competitive procurement.
