National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) Landsat Next (LNext) project would like to announce an intent to release a draft Request for Proposal (RFP) before the end of June 2024 for the procurement of three identical Spacecraft (SC) needed for the LNext mission. A final RFP is expected to be released later this year.
The Landsat Next (LNext) mission is a joint mission being formulated, implemented, and operated by NASA and the Department of Interior (DOI) United States (U.S.) Geological Survey (USGS). LNext mission is the successor to the 50-years of Landsat legacy with enhancements and new capabilities in improved temporal revisits and improved spatial and spectral resolution.
The principal purpose of the LNext SC procurement is to acquire three identical spacecraft for the integration of three identical observatories that will be launched simultaneously and operate as a constellation in a Low Earth Orbit. As part of this effort the contractor will design, analyze, develop, fabricate, procure, and integrate and test three identical SC. The SC contractor will integrate three identical instrument suites to each of the SC and perform environmental and mission readiness test campaigns on all three observatories. The SC contractor will deliver all three observatories to the launch site, provide a single launch vehicle adapter, and support launch site activities and the launch of all three observatories on a single launch vehicle. The SC contractor will support post-launch commissioning activities before handing the operations over to the government. As part of these efforts, the contractor is to produce all GSE, simulators, engineering test units, and qualification units necessary, as well as support mission simulation and training activities.
The base contract type is a Cost Plus Award Fee (CPAF) contract with a contract period of performance of approximately six and a half years supporting a launch readiness date (LRD) of May 2031. The contract will include a Cost Plus Fixed Fee (CPFF) option for a fourth observatory development that can be executed if the government chooses to do so at a later date.
