The United States Army Corps of Engineers (USACE) Tulsa District will be hosting a Virtual Industry Forum on 05 June 2024 from 0900 to 1100 to provide information on upcoming design-build project replacing one of the pile structure used to align the downstream-bound vessels to the lock wall. As describe below, the upstream-most cell (Alignment Cell 3) was destroyed in 2023, and the Tulsa District is exploring the use of Fiber Reinforced Polymers (FRP) in its replacement construction. This notice is being issued for planning and information purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this notice. With this design-build project, the District has identified the need to reach out to the construction community and highlight the opportunity available to industry.
Project Description: W.D. Mayo Lock and Dam is located on the Arkansas River at navigation mile 319.6. It is in LeFlore and Sequoyah Counties about nine miles southwest of Fort Smith, Arkansas. The lock has a 110-foot by 600-foot chamber with horizontally framed miter gates. It has a 20-foot normal lift and 24-foot maximum lift. The dam consists of an 850-foot-long concrete spillway section in the river channel and a 6700-foot-long left embankment which is designed as an overflow section. The concrete spillway is a low apron and sill surmounted by (12) 60-foot by 21-foot tainter gates separated by 10-foot piers.
Extending approximately 700 feet upstream of the lock’s upstream guide-wall are a series of three sheet pile structures used to align downstream-bound vessels to the lock wall. The upstream-most cell (Alignment Cell 3) was destroyed in 2023. The replacement structure will be constructed in the same location.

The meeting will be held virtually (Webex). Both contracting and technical representatives will provide information on upcoming projects at WD Mayo Lock and Dam Alignment Cell. In accordance with FAR 36.204/DFARS 236.204, the estimated construction price range for this project is between $5,000,000.00 to $10,000,000.00.
ADDITIONAL INFORMATION: Specific information pertaining to any future procurement will be available within a solicitation and will be posted on the SAM.gov website. It is, and will continue to be, the responsibility of all potential Offerors to monitor the SAM.gov and PIEE websites for any future solicitations, amendments, updates, responses to industry questions/comments, etc. The Government will not be maintaining a mailing list.
