This is for the purchase of the following:

This acquisition will be issued with two separate and distinct lots, each as a Total Small Business Set-Aside, for the manufacture and delivery of the Jumper, Mans and Woman’s, White, Navy (PGCs 03907 & 03906). The Jumper, Mans and Woman’s, White, Navy shall be manufactured in accordance with NCTRF PD-87037C dated 22 March 2024; Pattern Date: 02 February 2024 (Men’s) and NCTRF PD-24949C dated 22 March 2024; Pattern Date 22 December 2023 (Women’s).

NOTE: In accordance with the Federal Procurement Policy and FAR Subpart 8.6, a timely offer from Federal Prison Industries/UNICOR will be considered for award in accordance with the specifications and evaluation factors as outlined in the solicitation.

This procurement will result in a total of two (2) Firm-Fixed-Price, Indefinite Delivery/Indefinite Quantity Contracts, one for each lot. Both contracts will consist of five-(5) pricing tiers where each tier period will be for a 12-month performance period resulting in a 60-month contract.

The quantities provided below are estimates and may change at the time of solicitation based on changes in demand and supply position.

LOT 1: Total Small Business Set-Aside

Jumper, Mans & Woman’s, White, Navy

• Guaranteed Minimum for all five (5) pricing tier periods: 11,912 EA*
• Annual Estimated Quantity (AEQ) for each of the five (5) pricing tier periods: 29,328 EA*
• Maximum Quantity for all five (5) pricing tier periods: 204,632 EA*

* The quantities stated above are for the combination of items 0001 and 0002.

LOT 2: Total Small Business Set-Aside

• Guaranteed Minimum for all five (5) pricing tier periods: 11,912 EA*
• Annual Estimated Quantity (AEQ) for each of the five (5) pricing tier periods: 29,328 EA*
• Maximum Quantity for all five (5) pricing tier periods: 204,632 EA*

Under the initial delivery order there will be three (3) monthly deliveries that will be required starting 120 days after the date of award with subsequent orders due in 90 days. The delivery destination for these items is Peckham Inc. located in Lansing, MI 48906. Source Selection criteria will be used for award evaluation purposes in accordance with FAR 15.101-1. For award evaluation purposes technical merit is more important than price. Evaluation Factors for award are Past Performance Confidence Assessment, Product Demonstration Models (PDM) and Proposed Price in that order.

RFID at item, case and pallet level will be required for these items.

All materials used to manufacture this item are to be furnished by the contractor.

All materials/components shall be Berry Amendment compliant.

Offerors will be required to submit Product Demonstration Models (PDM) from each proposed place of performance; one (1) Men’s size 40R and one (1) Women’s size 14MR; and a history of their experience/past performance record from the period three years prior to the solicitation closing date. PDMs must be submitted with offers. Past Performance will be the most important evaluation factor, PDM(s) which will be evaluated for conformance to the specifications, followed by Price.

On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process. 2. A Commercial and Government Entity (CAGE) Code registration will be processed immediately.
