This is a solicitation conducted using FAR Part 13 (Simplified Acquisition Procedures). Solicitation number 36C25724Q0386 is issued as a request for quotes (RFQ). This procurement is full and open competition.

The El Paso VA Health Care System (ELPVAHCS) has requirements for special mode and paramedic life support transportation. The scope of work includes Basic Life Support (BLS) and/or Advanced Life Support (ALS). Special mode for the purposes of this requirement is defined as Ambulance Transportation Services that cover the ELPVAHCS catchment area. Contractor shall provide all vehicles, personnel, and equipment required to pro­vide BLS and/or ALS ambulance services 24 hours a day, 7 days a week (24/7), includ­ing weekends and holidays, to beneficiaries of ELPVAHCS in accordance with the terms, schedule, and refer­enced materials outlined in this solicitation.

Prospective offerors must be registered and current in the System for Award Management (SAM) SAM.gov | Home database and the Veteran Small Business Certification (VetCert) https://veterans.certify.sba.gov/ at time of offer to the government. Quotes will only be accepted from responsible contractors.

The NAICS code for the solicitation is 621910 with a size standard of $22.5 Million. A list of the contract line items, quantities, and units of measure are listed within the attached solicitation documentation. The VA anticipates one Firm Fixed Price award to provide services to the El Paso VA Health Care System (ELPVAHCS), 5001 N. Piedras St, El Paso, TX 79912. The period of performance is for five (5) one-year ordering periods from 8-1-2024 to 7-31-2029.
