THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

The U.S. Army Medical Research Acquisition Activity (USAMRAA) on behalf of the Pilot Bioproduction Facility (PBF) at Walter Reed Institute of Research (WRAIR) intends to award a sole source award to Eppendorf North America, Inc. 175 Freshwater Blvd, Enfield, CT 06082, in accordance with FAR 13..501(a)(1)(i), as the only responsible source capable of providing 120L BioFlow Pro Bioreactor/Fermontor system that meets WRAIRs requirement to for fermentation of GMP produced vaccine products. This acquisition is being conducted under FAR Part 12, Acquisition of Commercial Items and Commercial Services. Provisions and clauses in effect through Federal Acquisition Circular 2024-05 are incorporated.

The 120L BioFlow Pro Bioreactor/Fermontor system includes the following, equipment, installation, user training and warranty. The intended acquisition will be classified under PCS Code 6640, North American Industry Classification System (NAICS) 334516, Analytical Laboratory Instrument Manufacturing.

This announcement fulfills the synopsis requirements under FAR 5.102 (a)(3) and 5.203 (a), fifteen (15) days after publishing this synopsis. This Special Notice of Intent (NOI) is not a request for competitive quotes. Meaningful submissions received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no meaningful, written submissions are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as a sole source requirement to Eppendorf North America, Inc. 175 Freshwater Blvd, Enfield, CT 06082.
