The United States Patent and Trademark Office (USPTO) has a requirement to obtain vendor capabilities and receive industry feedback on collecting, cleaning, analyzing, and delivering information about inventors named on patent applications submitted to the USPTO through a customer survey program. The applicable NAICS code is 541611, Administrative Management and General Management Consulting Services. The anticipated Period of Performance is to be a twelve (12) month base period and four (4), twelve (12) month options. The anticipated award date is September 2, 2024.

The subject requirement is being procured using the Alternative Competition Method in accordance with the Patent and Trademark Office Acquisition Guidelines (PTAG) and the Patent and Trademark Office Efficiency Act 35 U.S.C. § 2(b)(4)(A). This Request for Information is not a request for competitive proposals.
The USPTO is exempt from certain sections of the Competition in Contracting Act under the Patent and Trademark Office Efficiency Act, 35 U.S.C. 2(b)(4)(A) and the subject requirement is being procured using the Alternative Competition Method as described in the Patent and Trademark Office Acquisition Guidelines (PTAG).
