BLM LFSO NW CO FIRE SCANDANAVIAN SEEDING ¿ 967 Acres

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This is an RFQ for seeding services for approximately 967 Acres in accordance With Attachment 1- SOW BLM LFSO NW CO FIRE SCANDANAVIAN SEEDING and with a PERIOD OF PERFORMANCE: 11/01/2024-03/31/2025 when the snow is at least 1 inch deep.

Basic Contracting Requirements:
1. Active Registration: www.sam.gov/SAM
2. Compliance with Section 889 clauses.
3. Invoicing and Payment: www.ipp.gov ¿ 30-day prompt pay after delivery. We can accept and pay interim invoices.

6. Small Business Set-Aside for NAICS 115112 - Soil Preparation, Planting and Cultivating- Size Standard: $9.5M
7. Type of Contract: Firm Fixed Price ¿ no changes due to inflation or other cost changes.
8. Basis of Award: Price and Other Factors. The following factors shall be used to evaluate offers:

Factor 1: Technical Capability
Offerors shall submit technical quote describing how the work will be completed and the type of equipment to be used. Offerors shall provide a list of key personnel to be used on the project and their experience.

Factor 2: Past Performance Government shall utilize information obtained from the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS) when evaluating the offerors past performance. If sufficient past performance information is not available, vendor may be asked to provide contact information for past performance references. The government may, at its discretion, base past performance on past knowledge and previous experience with the contractor, supply or service being provided, customer survey or other reasonable basis.

Factor 3: Price - Offeror shall provide a completed price schedule.
