The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
This is a design build project for the design and construction/renovation of the current C2 Fusion Center at Basa Air Base, Floridablanca, Philippines. The scope includes the renovation of an existing facility, construction of a new guard shack, perimeter security fence with integrated lighting, enhancement of building security, sealing gaps in exterior penetration, and the provision of CCTV cameras along the fence and within the existing C2 Fusion Center.
The design-build contract requires essential site work, excavation, and the construction of approximately 260 meters of perimeter security fencing and lights. Additionally, enter/exit turnstiles and a gate will be installed within the fence line. A new guard shack, measuring approximately 14 square meters, will be constructed with a covered walkway connecting it to the buildings facade. The guard shack will be equipped with climate control, internet connectivity, and necessary electrical and HVAC utilities.
CCTV cameras, with specific peripheral views outlined in the attached layout, will be strategically positioned on both the new perimeter fencing and inside the existing C2 Fusion Center. Notably, the guard shack, security fencing, lights, and CCTV installation constitute new construction, while the security enhancements for the exterior ceiling/awnings involve the renovation of existing facility space.

After award, this Statement of Work (SOW) may be modified as determined by the Contracting Officer to address unforeseen conditions or further refine the requirements to better accomplish the project objectives based on new information realized during the administration of the contract.
The North American Industry Classification System (NAICS) Code is 236220 and Average Annual Receipts is $45.0 Million. Estimated range is between $1,000,000 million to $5,000,000 million U.S. Dollars. The contract completion period is anticipated to be 210 calendar days. This is a source selection procurement requiring the submission of both technical and price proposals.
All contractors are advised that registration in the System for Award Management (SAM) database is required prior to offer submission and award of a contract, refer to FAR 52.204-7 System for Award Management (OCT 2018). Failure to register in the SAM Database may render your firm ineligible for award. For more information, check the SAM Website at http://www.sam.gov. The Federal Acquisition Regulations (FAR) requires the completion of electronic annual representations and certifications prior to award of a contract.
Solicitation N6274224R6706 is tentatively scheduled be released by 26 April 2024 and a Pre-Proposal Site Visit (PPSV) and conference for this project is tentatively scheduled for during the week of 20-24 May 2024. The site visit is to provide Offerors with an opportunity to familiarize themselves with the jobsite and conditions to be encountered and is not for the purpose of answering questions.
Offerors interested in attending the pre-solicitation site visit shall submit a “Site Access Request for PPSV form with IDs/Passports” to artitar@state.gov, copy williamsrg@state.gov no later than 11:00 a.m. on 19 April 2024 (Fri) Local Time, Bangkok, Thailand. Contractors may submit up to four names but will be limited to two attendees per contractor to include subcontractors. This base access process is only for the list of attendees the US Government is facilitating. Contractors that request access after the required date will not be added to the US Government list but will still be allowed to attend the site visit with two attendees if they can get access to the base on their own. This is a limitation imposed by the host nation.
The Base Access Request is mandatory and the PPSV is required if you intend to submit proposals. Additional name list cannot be added or modified to the base access request after 19 April 2024.
