The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst intends to solicit and negotiate on a sole-source basis for the procurement of one Electronic Turning Tool, P/N: RC2045G04, with Rhinestahl CTS., CAGE 5QE71. This procurement shall be conducted under FAR Part 13, Simplified Acquisition Procedures, and is in support of the KC-130J Program.

The Government intends to solicit this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

However, the Government will consider all responses received within fifteen (15) days after the date of publication of this pre-solicitation synopsis. Active registration in the System for Award Management (SAM) is mandatory in order to be considered for award of any Department of Defense contract. A determination by the Government not to open this requirement to competition based on the responses to this notice will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Governmetn is not obligated to, and will not, pay for any information received in response to this synopsis.
