AMENDMENT 1

The purpose of this amendment is to respond to vendor questions listed below. The Question & Answer Period has closed, and all proposals are due 10:00 a.m. Thursday 04/04/2024.

Vendor Questions:

1. What is the address of the facility where the parking spaces will be located?
   1. USADF is at 1400 I ST NW, Washington, DC 20005. Parking spaces must be within that block- practically within 5 to 10 minutes walking distance.
2. Is this a brand-new requirement?
   1. No
3. Who is the incumbent?
   1. Imperial Parking, LLC
4. What is the previous contract number?
   1. We are unable to provide previous contract number, only the incumbent name, and total contract value. Previous contract was awarded to Imperial Parking in the amount of $28,903.68.
5. Will there be a number of days beyond five (5) consecutive days without movement that will be needed?
   1. No
6. After five (5) consecutive days, they are saying cars will be towed if prior permission is not granted. In order to avoid potential issues, they want to be clear on how to proceed as the price may change for whatever reason they deem necessary.
   1. Prior to towing- efforts must be made to contact and reach the COR or ACOR.

SUBJECT: United States African Development Foundation (USADF)

Four Parking Spots in Washington, DC

Dear Offeror,

The Bureau of the Fiscal Service, on behalf of the United States African Development Foundation (USADF) is seeking establishment of a Purchase Order (PO) for four (4) Parking Spots located in Washington, DC as described in the following solicitation Request for Proposal (RFP): 20341924R00004.

The Government anticipates awarding a Purchase Order (PO) award. The PO will include one (1) twelve-month Base Period, with four (4) twelve-month Option Periods The anticipated Period of Performance (PoP) of 04/08/2024 – 04/07/2029. It is anticipated that the Purchase Orders issued will be Firm-Fixed-Price (FFP). The Statement of Work (SOW) describes the required tasks for this solicitation. This document outlines the required documents for submission as well as outlines the evaluation process.

This is an unrestricted requirement utilizing NAICS code 812930 Parking Lots and Garages.

INSTRUCTIONS TO Offerors

Interested offeror shall email questions to purchasing@fiscal.treasury.gov with the subject line “Questions for RFP 20341924R00004 Attn: RVBrown/PCWhite” due no later than 10:00 AM EST on Tuesday 04/02/2024.

Proposals are due no later than 10:00 AM EST Thursday 04/04/2024, and must follow these instructions:

• Use Microsoft Office compatible files or Adobe PDF. Other file extensions will not be accepted.
• In addition to the proposals for all requirements, all information required in the clause package, including any instructions to vendors, must be completed and included with your proposals.
• Completion of Attachment A Pricing Worksheet is required for all proposal submissions.
• Email your complete proposals to purchasing@fiscal.treasury.gov, with the subject line “Proposals for 20341924R00004, Attn: RVBrown/PCWhite.”

Only complete proposals submitted to the e-mail address above, by the established due date, will be considered. Any packages submitted after the established closing date and time will not be guaranteed consideration.
