Updated SOW and Bid Schedule

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This document incorporates provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2024-02. Solicitation number 140L5724Q0023 is issued as a request for quotation (RFQ). Firm fixed-price offers are requested under this RFQ. The RFQ is set aside for small business vendors under the North American Industry Classification (NAICS) Code 561730 with a size standard of $9.5 Million Revenue.

Successful vendor must be registered with System for Award Management (SAM) found at https://www.sam.gov/portal/public/SAM/ to be considered eligible for award. The System for Award Management (SAM) is the Official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, EPLS, and more. There is NO fee to register for this site.

To be considered for award vendor:

Must provide their per acre pricing IAW attached Quote Response Form
Must possess Utah State weed certification at time of RFQ closing.
Must have experience treating, inventorying, and collecting the type of data described in the SOW.

Award will be made to the offeror IAW 52.212-2 Evaluation¿Commercial Products and Commercial Services (Nov 2021) listed in this solicitation.

Any questions or concerns regarding this solicitation should be forwarded in writing via e-mail to the Contract Specialist, Mark Renforth at mrenforth@blm.gov no later than 02 April 2024 at 1:00 pm MDT. Any questions received after this date are not guaranteed to be addressed. Responses to questions received prior to the deadline will be posted via an amendment to this solicitation.

Submissions shall be received no later than 08 April 2024 at 3:00 pm MDT via email. All quotations shall be delivered via email to Contract Specialist, Mark Renforth at mrenforth@blm.gov.
