The Naval Air Systems Command intends to negotiate and award a sole-source cost-plus-fixed-fee (CPFF) delivery order under a Basic Ordering Agreement to Rolls Royce, plc, Bristol, England, for a Component Improvement Program (CIP) for the AV-8B F-402 Pegasus propulsion system. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c) (1), as implemented by FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."
Rolls Royce is the original designer, developer and manufacturer of the F402(AV-8B) series engine and is the only source with the requisite knowledge, experience and technical expertise to continue to provide the CIP support for the F402 (AV-8B) series engine requirements. The period of performance will include one (1) 12-month base period and one (1) 12-month option period.
The F402 Pegasus Propulsion System is used in the USMC AV-8B Aircraft as well as Spanish and Italian AV-8B variants. The CIP will apply to all of the above mentioned AV-8B variants. Under the proposed delivery order, Rolls Royce shall provide engineering and support services to maintain the systems effectiveness and optimize the affordable readiness of the AV-8B F402 propulsion system. Specifically, the contractor shall perform engineering projects and provide design solutions to provide for continuing improvements in safety, readiness, reliability, maintainability, sustainment, and correction of service related non-specification deficiencies.
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. All responses received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.
