The High Performance Computing Modernization Program (HPCMP), has a requirement for operations of the Maui High Performance Computing Center (MHPCC). The HPCMP intends to issue an award to the University of Hawaii (CAGE Code: 9B954) on a sole source basis. The United States Navy (USN), through the Naval Sea Systems Command (NAVSEA), has designated the Applied Research Laboratory at the University of Hawaii (ARL at UH) as a University Affiliated Research Center (UARC). These UARCs are research organizations within a university or college that are established to provide or maintain essential engineering, research, and/or development capabilities through a long-term strategic partnership with the Department of Defense (DoD). The ARL at UH is a multi-disciplined, defense-oriented scientific and technical research and development institution affiliated with the University of Hawaii. The DoD permits the use of other than full and open competition for contracts with UARCs under the authority of 10 U.S.C. 3204(a)(3) as implemented by FAR 6.302-3(a)(2)(ii). The NAICS code for this requirement is 541715 (Research and Development in the Physical, Engineering, and Life Sciences Except Nanotechnology and Biotechnology) with a small business size standard of 1,000 employees.
This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Verbal communications are not acceptable in response to this notice. Responses to this requirement may be submitted to Jody Criss at Jody.Criss@usace.army.mil. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 15 days from the posted date of this notice.
