SLAC National Accelerator Laboratory is operated by Stanford University for the Department of Energy. As a management and operating contractor, subcontracts awarded by the Laboratory are not Federal procurements, and are not directly subject to the Federal Acquisition Regulations in 48 CFR. Technical evaluation criteria are:

1. Due To space limitations, need single instrument for UV-vis and NIR
2. Read Absorbance Measurements to 5 decimal places
3. Detectors in instrument must have ability to be internally calibrated
4. Limiting Resolution must be ≤0.048nm
5. Must be able to remove sample compartment floor to allow large sample holder size
6. Double monochromotor
7. Schwarzchild coupling optics
