This Request for quotations (RFQ) is issued under FAR Part 13.5 in conjunction with FAR Part 12. In accordance with FAR 12.102(c), if a policy in another part of the FAR is inconsistent with a policy in FAR Part 12, FAR Part 12 shall take precedence for the acquisition of commercial products or commercial services.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested.

This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) and the PBGC Federal Acquisition Regulation Supplement (FARS).

This requirement is a small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 523991 with a small business size standard of $47.0 million.

The PBGC Office of General Counsel is seeking to purchase Communications Center Support Services. All interested companies must provide quotations based on the requirements and instructions included in the solicitation. The provisions and contract clauses which apply to this acquisition may be found in the Clauses section of the Document: Request for Quote – 16PBGC24Q0011.

This is an open-market combined synopsis/solicitation for services as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:

"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."

"The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:

The quoter must list exception(s) and rationale for the exception(s). Quotations that reject the terms and conditions of the solicitation may be excluded from consideration. Late submissions will be treated in accordance with the solicitation provision at FAR 52.212-1(f).
