The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract on a single source basis to Norshield Security Products, LLC (CAGE: 4T076 / UEI: E5UNM33163F1), a small business, for Forced Entry/Ballistic Resistant (FEBR) Doors.

The ERDC-GSL needs to purchase Forced Entry/Ballistic Resistant (FEBR) Doors which are currently in use by other agencies in stateside and overseas applications. The ERDC GSL has a long-standing working relationship with multiple customers, including the United States Special Operations Command (SOCOM) who has tasked the ERDC GSL to perform tests involving blast resistance against surface changes of the doors. Norshield’s proprietary thermal break profiles stop thermal conductivity, making it unique to other manufacturers. This allows the door to have a better ability to resist heat during a blast event. Because this effort focuses on evaluating the effectiveness of doors that are already fielded in stateside and overseas locations, it is necessary to procure these name brand specific products. Norshield is the sole manufacturer and distributer of their products. No other products will meet the requirement dictated by the sponsor, SOCOM.

The award will be issued in accordance with FAR 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. The applicable North American Industrial Classification System Code (NAICS) code is 332321, Metal Window and Door Manufacturing, with a size standard of 750 employees. This notice of intent is for information purposes only.

This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
