The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275) intends to negotiate and award a delivery order under Basic Ordering Agreement N0001924G0003 to Mercury Mission Systems LLC, 1845 W 205th St, Torrance, CA 90501-1510 on a sole source basis for: The procurement of Data Transfer Units (DTUs) and Removable Storage Modules (RSMs) in support of FY25-FY26 Hard Clutch Engagement (HCE) install requirements on V-22 Aircraft. The delivery order is in-scope to the terms of the Basic Contract.
This action is being awarded on a sole source basis to Mercury Mission Systems LLC in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” Mercury Mission Systems LLC is the Original Equipment Manufacturer (OEM) of the Data Transfer Unit (DTU) and Removable Storage Module (RSM). The Government does not possess (or cannot provide) the data necessary to procure the items. Consequently, Mercury Mission Systems LLC is the only responsible source with the necessary access to the technical data and requisite expertise to provide DTU and RSM components within the required schedule.
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
