This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation number W913E524Q0008 is being issued as a request for quotation (RFQ).

The associated North American Industry Classification System (NAICS) code is 334519 – Other Measuring and Controlling Device Manufacturing which has a small business standard size of 600 employees. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2.

The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) at Hanover, NH has a requirement to procure the following: one (1) concrete coefficient of thermal expansion (CTE) machine system to support concrete research.

Requirement: The requirement includes all items described in the Description of Requirement (DOR) resulting in one (1) Concrete Coefficient Thermal Expansion machine system and shall fulfill the below requirements:

• Automated measurement of concrete coefficient of thermal expansion according to the procedure defined in standard specification AASHTO T336-22
• Hardware and software for logging and measurement of CTE results
• Capacity and accessories required for measurement of 3 specimens simultaneously
• Specimen size 7.0 inches in length and 3.0-6.0 inches diameter.
• Stainless steel calibration specimen
• Verification specimen of titanium or stainless alloy differing from that of calibration specimen

Please reference the attached Request for Quote (RFQ) W913E524Q0008 for instructions and applicable provisions and clauses. The following factors shall be used to evaluate offers: (1) Technical capability of the item offered to meet the Government requirement to provide one (1) Concrete Coefficient Thermal Expansion (CTE) Machine System meeting all technical aspects listed in Section C, Description of Requirement (DOR). (2) Total quoted price to fulfill the Government’s requirement in its entirety to include all shipping costs.

Award will be made to the offeror whose offer represents the Lowest Price Technically Acceptable (LPTA) offer.
