NOTICE OF INTENT – DUN & BRADSTREET, INC.

This is a NOTICE OF INTENT to award a sole source contract using Federal Acquisition Regulation (FAR) Part 16.505(b)(2) Exceptions to the fair opportunity for orders under multiple-award contracts.

The Department of Energy (DOE), Office of Headquarters Procurement Services within the Office of Management (MA) intends to award a firm-fixed price contract to Dun & Bradstreet, Inc. (D&B) for D&B’s Financial Analytics online subscription commercial services. D&B provides business to business data analytics to support DOE’s mission. The D&B Financial Analytics data assists DOE’s Federal acquisition as well as financial assistance workforce in the procurement process when determining contractor responsibility for financial and operational stability and risks. Dun & Bradstreet helps agencies understand the relationships among recipients of government funds by enabling better upfront diligence and oversight of loan applicants, grantees, regulated businesses, and contractors – increasing accountability and program integrity. MA intends to continue the existing D&B Financial Analytics subscription services for participating offices across the DOE complex. The contract will be issued as a four (4) year task order, consisting of one (1) 12-month base period, and three (3) 12-month option periods, issued directly against the vendor’s FedLink indefinite delivery/indefinite quantity (IDIQ) contract. The North America Industry Classification System (NAICS) code for this requirement is 561450 Credit Bureaus with a size standard of $41.0M. The anticipated period of performance for this contract is April 01, 2024 to March 31, 2028.

In accordance with Competition in Contracting Act, 41 USC 3304, as implemented by FAR 16,505(b)(2)(i)(B), Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The Government intends to award a sole source task order to Dun & Bradstreet, Inc., 5335 Gate Parkway, Jacksonville, Florida, 32256.

This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties may submit a capability statement and pricing information, which shall be considered by the requesting agency, within thirteen (13) calendar days of publication of this notice.

SUBMISSION INSTRUCTIONS: Submission of any information in response to this notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred.

A determination by the Government to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition requirement.
