In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the U.S. Department of Agriculture, Food Safety & Inspection Service (USDA FSIS),
intends to award a purchase order on a sole source basis to Equator Corporation of Stafford, VA for delivery, installation, configuration, and testing of quantity 10 OVRWatch P1300
Cybersecurity hardware units with one year software licenses in three different USDA laboratory locations. A sole source award to Equator Corporation is being considered because to the
best of USDA FSIS knowledge, it is the only responsible source who can offer lab instrument segmentation providing complete isolation between lab instruments, which are not patched and
do not meet vulnerability mitigation requirements, and the USDA FSIS production network.
This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the described USDA FSIS lab instrument segmentation requirements may identify
themselves and must provide evidence of their capability to fulfill the requirement being requested by 12 Noon EST on February 28, 2024. Responses must be submitted in writing to the
Contracting Officer via email at dwight.hill@usda.gov not later than the time and date noted above. Telephone calls and messages will not be accepted.
Finally, the determination by the Government whether or not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information
received will be considered solely for determining whether to conduct a competitive procurement.
