All information should be UNCLASSIFIED or NON-PROPRIETARY. SOURCES SOUGHT NOTICE Sexual Assault Nurse Examiner (SANE) Registered Nurses Services The Great lakes Acquisition Center (GLAC),
on behalf of the Jesse Brown VAMC (JBVAMC) located at 820 South Damen Avenue, Chicago, IL 60612. Public Act 100-0775 expands the Sexual Assault Survivors Emergency Treatment Act (SASETA)
to ensure that all survivors of sexual assault and sexual abuse are treated in a timely manner by health care professionals who are specially trained to conduct forensic examinations of
medical sexual assault and sexual abuse survivors. The Jesse Brown VA Medical Center (JBVAMC) is establishing its own program to provide these services to sexual assault and sexual abuse
survivors. A contract is being sought for the period of performance with an anticipated effective date from May 1, 2024 through April 30, 2025, with four one-year options that may be
exercised at the Government s discretion. The objective is to provide capable, qualified, competent Registered Nurses (RN) with a sexual assault nurse examiner certification to provide
services at JBVAMC. The SANE will perform physical assessment of the sexual assault survivor. Collect and document physical and laboratory evidence. Provide expert testimony in court,
when required at no additional expense to the Government. SANE will be on-call 24 hours/7 days a week and able to respond to perform forensic exams within 90 minutes of notification. The
on-call SANE will provide 24-hour coverage including holidays, weekends and inclement weather. Upon the arrival of the sexually assaulted victim, the JBVAMC Emergency Department will
treat injuries requiring immediate attention and notify the JBVAMC Sexual Assault Response Coordinator (SARC). The SARC will contact the on-call SANE and advise if the case is restricted
or unrestricted reporting. The SANE will be present at the JBVAMC Emergency Department and ready to perform the forensic exam within 90 minutes of notification by the SARC. SANE will be
responsible for keeping a logbook that will be stored in the JBVAMC emergency room. The date, name of examiner, victim, witness, and police data will be documented. Disclosure of the
victim s identity and or specifics about the victim s circumstances will be determined by the type of reporting (restricted or unrestricted). In addition, the SANE will turn in bags,
seals, and assigns a non-identifying victim control number and subsequently transfers the sealed evidence to the Office of Special Investigations (OSI) for storage. Evidence collected
under an unrestricted reporting case will be turned over to OSI by the SANE. SANE will consult the ER physician when any of the following apply: a) when patient states history of loss of
consciousness from any head trauma associated with sexual assault b) there is evidence of potential substance abuse c) evidence of bodily injury not associated with sexual assault itself
d) reported history or evidence of rectal or vaginal instrumentation, reported history or evidence of vaginal or rectal bleeding since the assault e) patient has a history of major
medical problems: diabetes, pregnancy, heart disease and etc. f) SANE must use their professional judgment as the list above is not conclusive g) medication is necessary, SANE will
consult ER physician h) pregnancy test -complete urine pregnancy test in ER room. Abrasions, contusion and surface scratches will be documented and treated by SANE using first aid
techniques. If after appropriate test, no evidence that conception has occurred already, female victim may be treated with medication to prevent ovulation, sperm incapacitation or
fertilization if she consents. The SANE must be a RN who has graduated from an accredited school of nursing recognized by the National League of Nursing with a license that is current, no
limitations, stipulations or pending adverse actions to practice nursing in the state of Illinois. Current Basic Life Support certification. Validate copy of documents to prove that the
RN has completed the sexual assault nurse examiner training course. At least three years of forensic examination experience within the last five years. Upon award, each accepted provider
if not already completed, shall undergo a mandatory National Agency Check with Written Inquiries (NACI) Background Investigation (BI). Concurrently with the initiation of the BI, JBVAMC
will credential candidates. Contract nurses cannot perform any services at JBVAMC prior to being successfully credentialed and scheduled for a background investigation. To be considered a
complete response, the following information shall be included: A briefing demonstrating that they have skills and proficiency to provide the above identified Sexual Assault Nurse
Examiner services. This briefing shall detail how the coverage will be provided to ensure 24/7 coverage. Identify the company name, address, email, telephone number, name and telephone
