The U.S. General Services Administration (GSA) intends to award a contract for the supply of all electricity supply commodity components and delivery of carbon pollution-free electricity (CFE) energy attribute certificates as defined by the Implementing Instructions for Executive Order 14057 Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability dated August 2022, up to the Delivery Point for Federal facilities located in the Transmission and Distribution Service Provider (TDSP) service territories within the state of Texas. The Delivery Point for such electricity shall be the independent system operator (ISO)/utility interconnect for the specific facilities. The Government is soliciting offers for a 48-month delivery period beginning with the first utility meter read occurring in the month of June 2024 through the meter read occurring in the month of June 2028. The Government has placed its requirements into one (1) Pricing Group and the total annual estimated quantity to be solicited is 82,250,250 kilowatt-hours (kWh). The Contractor shall deliver CFE energy attribute certificates equal to seventy-five percent (75%) of the total actual usage required. The contract(s) awarded will be firm Fixed-Price. All responsible sources are encouraged to submit a responsive and complete proposal. Any contract award(s) will only be made to an offeror, who, at the time of award, is licensed by the state public utility commission, namely the Public Utility Commission of Texas (PUCT), to provide electric supply to retail electric customers and are Electronic Data Interchange (EDI) and otherwise suitably qualified by the TDSPs in which physical delivery will take place.
Technical proposals must be received no later than 3:00 p.m. EDT on March 14, 2024.
