The 110th Wing is conducting preliminary Market Research to assess market availability of vendors who are able to provide local Telecommunication Services to the 110th Wing, Battle Creek Air National Guard Base, Michigan. This requirement is anticipated to result in a Firm-Fixed Price contract with base plus four (4) option years. Requirements: Re-home existing Local Telecommunication Services (LTS) that are currently provided on a low-speed time-division multiplexed (LSTDM) circuit with one provided using session initiation protocol (SIP) trunks. Telecommunication Services will provide essential local area AND long distance supporting the installation 24 hours a day, seven days a week, 365 days a year. Telecommunication services shall include, at a minimum but not limited to: Direct Inward Dial directory numbers (DIDs); Integrated Services Digital Network (ISDN) Primary Rate Interfaces (PRI’s); Commercial Subscriber Lines (CSLs); Government Emergency Telecommunications Service (GETS); and toll-free lines.

The North American Industry Classification System (NAICS) code used for industry classification is 517111 "Wired Telecommunications Carriers." This industry comprises establishments primarily engaged in operating and providing access to transmission facilities and infrastructure that are owned and/or leased for the transmission of voice, data, text, sound, and video using wired telecommunications networks.

All information from interested parties that is received in response to this Sources Sought notice will be collected and saved until which time this potential requirement becomes defined. A solicitation MAY be issued at that time. This Sources Sought Notice is being posted for Market Research purposed only to identify potential vendors and evaluate Small Business capabilities who are able to provide the services listed above and further described in the attached Draft Performance Work Statement (PWS).
