(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(ii) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number 1333MF24Q0015.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-02 (JAN 2024) (Deviation 2024-06) (JAN 2024).

(iv) This solicitation is being issued as a total Small Business Set-Aside. The associated NAICS code is 483114. The small business size standard is 550 employees.

(v) This combined solicitation/synopsis is for purchase of the following commercial services:


CLIN 0001 – Base Year
Services, non-personal, to provide all labor, equipment and materials services and facilities (unless otherwise provided herein) to Contractor services for vessel to be used in the CRP project to conduct relative abundance surveys of federally managed reef fish in the US Gulf of Mexico. Vessel will primarily be used to deploy and retrieve stationary camera arrays, eDNA sampling and sidescan sonar mapping systems as outlined in the SOW. Operating area will be between longitudes 87°20’ and 85°25’ and south to latitude 29°45’, to a maximum depth of 200 m. Vessels will be required to have cruise lengths of 14 days and undergo 24 hour operations. This work must be completed by November 30th, 2024.

INVOICES TO BE BILLED IN ARREARS OF COMPLETED SERVICES. PROVIDE UNIT AND ANNUAL PRICING FOR THE BASE YEAR. QUOTE PRICING MAY BE PROVIDED ON ATTACHED SF18 FORM OR ON COMPANY LETTERHEAD. VENDOR MUST PROVIDE SAM UEI AND CAGE NUMBER.

Period of performance shall be: DATE OF AWARD THROUGH NOVEMBER 30, 2024.
