The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
1. The United States Army Contracting Command- Rock Island (ACC-RI) Office of the Program Manager, Saudi
Arabian National Guard (OPM SANG) issues the following combined synopsis/soliciation, W519TC24Q2111, for
the procurement of a contract to provide an Advanced Military Studies Program (AMSP) to Saudi Arabia Ministry
of National Guard (MNG) personnel in the Kingdom of Saudi Arabia at the King Abdullah bin Abdulaziz Command
and Staff College (KAACSC) in Riyadh as a part of a 40-week, Masters-producing course, in accordance with
(IAW) Federal Acquisition Regulation (FAR) Part 12.603 –Streamlined Solicitation for Commercial Products or
Commercial Services and FAR Part 13.5 - Simplified Procedures for Certain Commercial Products and Commercial
Services.
2. This Request for Quote (RFQ) is issued as a full and open competition, IAW 10 U.S.C. 3201 and 41 U.S.C.3301,
as implemented by Federal Acquisition Regulation (FAR) Subpart 6.102(b), Full and Open Competition under the
simplified procedures for certain commercial items. The Government intends to award a Firm Fixed Price (FFP)
type of contract from this solicitation after quote is determined fair and reasonable, utilizing FAR 13.106-3, and
technically acceptable.
3. The award will consist of a Base Period and two Option Periods, as follows:
Base Period: 01 May 24 – 30 April 25
Option Period 1: 01 May 25 – 30 April 26
Option Period 2: 01 May 26 – 30 April 27
The award will also include FAR Clause 52.217-8 - Option to Extend Services, which will allow the United States
Government, at its sole discretion, to extend the period of performance by a maximum of an additional 6 months.
4. The AMSP is to be performed IAW Performance Work Statement (PWS), Attachment 0001 - AMSP 3-Year
PWS, dated NOV 2023. The scope of this project is the contractor shall provide educational instruction, supervision
of contracted employees, equipment for contractors, student guidance, course refinement and cadre advisement
necessary to perform services to the standards and acceptable quality levels identified in this PWS and associated
contract documents with specifications found at Attachment 0001 - AMSP 3-Year PWS, dated NOV 2023.
5. Offerors should note the provision at FAR 52.215-1, “Instructions to Offerors – Competitive Acquisition”. The
Government intends to award a contract resulting from this RFQ without discussions with offerors (except
clarifications described in FAR 15.306(a)). Therefore, offerors initial quotes should contain the best terms. The
Government does however, reserve the right to conduct discussions if determined necessary by the Contracting
Officer.
6. Any offeror submitting a quote agrees by submission that their quote and the prices contained therein will be valid
for 90 days after receipt of final quotes.
7. Offeror questions regarding solicitation and work contained in the PWS shall be submitted electronically to the
solicitation POC, Mr. Nick Sharp, at nicholas.m.sharp10.civ@army.mil and cc’ing Ms. Holly A Gibbs at
holly.a.gibbs3.civ@army.mil no later than 100 (3:00PM) KSA (0600 CST) on 01 March, 2024 in order to ensure
that all questions can be answered prior to solicitation closing, providing the RFQ number, W519TC24R2028, in the
subject line.
8. Quote submission deadline is 1500 (3:00 P.M.) KSA (0600 CST) on 8 March, 2024 of this solicitation. All late
submissions will be considered unacceptable and consideration will be up to the contracting officers discretion.
9. Quote shall be sent electronically to nicholas.m.sharp10.civ@army.mil and at holly.a.gibbs3.civ@army.mil.
