The National Institutes of Health (NIH) intends to negotiate and award, on a sole-source basis, a modification to contract number 75N97019C00002 with DSFederal, Inc. 6100 Executive Blvd. Suite 550, Rockville, MD 20852 to provide scientific and program support to the OER organization that include professional, scientific, analytical, consultative, and subject matter expertise. These services provide assistance to the organization in performing functional tasks and meeting requirements and demands of the organization and are relied upon on an on-going and as needed basis. They provide a wide range of professional program support services at various levels. These professional services are necessary to support the OER mission and allow it to function on a daily basis. This action is being taken under the Authority of 41 U.S.C. 253(c)(1) FAR 6.302-1. Independently, and not as an agent of the Government, the Contractor shall provide all necessary personnel, facilities, supplies and services (except for those to be furnished by the Government) to perform the work required. TASKS/SERVICES:
Task Area Descriptions of Support Services, Scientific and Program Support: The Contractor shall independently provide scientific and program support services in the form of professional, scientific, analytical, consultative, and subject matter expertise to assist NIH/OER in carrying out its various functions. Scientific and program support services include scientific information analysis, scientific text analysis, scientific data analysis, program operations, executive administration, and financial analysis and reporting. Task 1. Scientific Information Analysis Support, Task 2. Scientific Text Analysis Support, Task 3. Scientific Data Analysis Support, Task 4. Program Operations Support, Task 5. Executive Administrative Support, Task 6. Financial Analysis and Reporting Support. The bridge contract shall be for 6 months. This proposed contract action is for services for which the government intends to solicit and negotiate with onlyone source under the authority of FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement. Any other firm that feels they are qualified to provide such services must submit a detailed capability statement documenting their ability toprovide this service by meeting the requirements stated above. The information furnished shall include enough material to perform a proper evaluation. Respondents will not be notified of the evaluation results. This notice of intent is not a request for competitive quotes; however, interested parties may identify their interest by sending capability statements in reference to this requirement no later than 5:00 p.m., February 14, 2024 to: Donald Ledwig, Donald.Ledwig@nih.gov. All information shall be furnished at no cost or obligation to the government. A determination by the Government not to compete this contract modification is entirely at the discretion of the Government.
