The National Institutes of Health (NIH) intends to award a Firm-Fixed Price purchase order to Contegix, LLC on a sole source basis.

In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the services for the requirement listed below.

The purpose of this notice is to inform the public that the National Institutes of Health (NIH), Office of Human Subjects Research Protections (OHSRP) intends to issue a purchase order to acquire software licenses and data management services to provide FedRAMP certified Cloud hosting, an application migration of our current Atlassian server products to Contegix’s FedRAMP compliant Cloud platform, and licensing for Atlassian products. The OHSRP is responsible for the coordination and oversight of the entire National Institutes of Health (NIH) human research protection program to ensure the protection of human research participants in the NIH clinical research programs. This includes formulation and implementation of policies, operation of the NIH’s Institutional Review Board (IRB) and the conduct and operation of compliance and educational training programs to ensure that all research involving human subjects is carried out uniformly at NIH in accordance with the Department of Health and Human Service’s (HHS) regulations. An extensive information technology information and data management program is required to support the HRPP operations. This includes support and maintenance of the OHSRP Confluence website, and the JIRA ticketing system, currently licensed through Atlassian, and hosted on premises by NIH. Contegix is the only reseller of Atlassian products in the marketplace to offer a FedRAMP compliant Cloud platform infrastructure

Only one responsible source and no other products and service will satisfy agency requirements. This notice is not a request for competitive quotes. However, any party that believes it can fulfill the requirement as stated herein may submit a written capability statement that clearly supports and demonstrates the ability to satisfy the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued approximately five (5) days after the date of this notice unless the Government determines that another company has the capability to satisfy this requirement.
