Naval Facilities Engineering Systems Command (NAVFACSYSCOM) Washington, Washington Navy Yard, DC 20374, hereby gives notice of intent to award a purchase order to RELX Inc. (CAGE Code 1VVN8) on a sole source basis in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements. This procurement is under for LexisNexis, for a computer-assisted legal research service in support of the overall operational objectives under NAICS 541199 All Other Legal Services. Services include: (1) Comprehensive access to government contract resources, including court and administrative decisions and including any leading treatises, books, newsletters, briefings and periodicals. (2) Ability to download copies of pleadings, complaints, briefs, and other filings in federal courts. (3) U.S. law reviews, annuals and periodicals, etc. Additionally, service must be available 24 hours per day and 7 days a week. NAVFACSYSCOM Washington requires seven (7) logins for legal staff. The Government intends to purchase one (1) base year of computer-assisted legal research services with the option to exercise up to four (4) additional one-year periods. Market research has revealed RELX Inc. is the only source capable of providing the required services.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTATION. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice via email to Maureen.e.falaschi.civ@us.navy.mil within five (5) calendar days after the publication of this synopsis. Information received will be considered solely for the purpose of determining wether to conduct a competitive procurement. A determination by the Government not to complete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
