DoS plans to award multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for one base year and four subsequent one-year options, at the option of the Government. The IDIQ awards will be made to the responsive Offerors, whose proposal conforms to the solicitation and offers the “Best Value” to the Government, whereas technical considerations are more important than cost. This award will be partially set-aside for small business should a small business be found capable. To qualify as a small business under the NAICS code 531210, the small business size is the average annual receipts of no more than $35.5M.

The Contractor shall furnish international real estate appraisal and advisory services. Services will be on an as needed basis. Said services will be directed by the Contracting Officer (CO) or Contracting Officer’s Representative (COR), and will be specifically described in future Requests for Proposals (RFP’s). Services may be required in one or more locations at the same time.

The Department of State’s (DOS) portfolio includes undeveloped land, office, warehouse, recreation, residential (single and multi-family), motor vehicle facilities, and mixed-use properties, related to the U.S. Government’s (USG’s) overseas mission. Assignments may be located in nearly every country throughout the world.

Services include the preparation of oral, narrative or form appraisals and advisory reports concluding to an estimate or range of value, rent studies, reports on real estate trends, highest and best use studies, feasibility studies, property searches, and other real estate consulting services as needed. Additional services that may be requested include quickly developed value estimates, with little or no supporting documentation provided.

Department of State anticipates awarding contracts to multiple firms for these services. Offerors must be registered in the SAM database prior to proposal submissions.

The Request for Solicitation and its attached documents will be posted under Solicitation Number, 19AQMM24R0066, on or around February 10, 2024. No paper copies will be mailed. Proposal submissions will be due no later than 3:00 PM, EST on March 10, 2024.
