This Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a firm fixed price modification under an existing contract to procure an additional quantity of 28 production units of an Engineering Change Proposal (ECP) to modify the MSU-200NAV Air Start Unit (ASU). The MSU-200NAV Relay Box/Generator ECP is required due to obsolescence of components inside the original relay box. The contractor shall supply completely assembled relay boxes and generators for I-Level Fleet installation.
Rheinmetall Land Systems is the Original Equipment Manufacturer (OEM), designer, developer and manufacturer of the MSU-200NAV ASU legacy system product line and is the only source with the requisite knowledge, experience and technical expertise to integrate and produce the Relay Box/Generator ECP for the U.S. Navy/Marine operational environment. The government does not possess the required technical data to effectively solicit this requirement by full and open competition. No other manufacturer would have this data and are capable of successfully meeting the Government’s requirement.
NAWCADLKE intends to award this modification under the authority of 10 U.S.C.3204(a)(1) as implemented in FAR 6.302.1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered soley for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
