Geotechnical Engineering Services and Construction Material Testing
The U.S. Army Corps of Engineers, Kansas City District is seeking industry input to develop a solicitation that will maximize competition for a replacement Indefinite Delivery Indefinite Quantity (IDIQ) A-E service contract with Firm-Fixed-Price (FFP) Task Orders for geotechnical engineering services and construction material testing. The purpose of this notice is to gain knowledge of interest, capabilities, and qualifications of various firms classified as part of the Large Business Community and Small Business Community. The Small Business Community includes Section 8(a) concerns, Historically Underutilized Business Zone (HUBZone) concerns, Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns, Woman-Owned Small Business (WOSB) concerns, and Extremely Disadvantaged Women-Owned Small Business (EDWOSD) concerns.
The results of this market research and level of response will assist in determining the manner in which this requirement is solicited and awarded.
The working capacity of the IDIQ is $3,000,000 with a five-year base period.
Any acquisition related to this requirement would be procured in accordance with Public Law 92- 582, the Brooks Act as implemented in FAR Subpart 36.6 and DFARS 236.6. Firms would be selected for negotiation based on demonstrated competence and qualifications for the required work and awarded to the most highly qualified A-E firm. The North American Industrial Classification System (NAICS) codes for this procurement is 541380 (Testing Laboratories Services), which has a small business size standard of $19,000,000.00 in average annual receipts.
USACE NWK intends to issue one Indefinite Delivery Contract for this requirement to support the Civil Works and Military programs assigned to the Kansas City District by providing geotechnical laboratory testing, geotechnical engineering services, drilling services, construction quality assurance testing, rock testing, and construction materials testing services. DUE TO THE NATURE OF THE WORK INVOLVED, THE SELECTED VENDOR MUST BE WITHIN THE LIMITS OF THE KANSAS CITY DISTRICT.
Any questions should be submitted to the Contract Specialist at erynn.n.wright@usace.army.mil and the Contracting Officer at michael.g.france@usace.army.mil no later than 4:00 PM (1600) CST on 8 February 2024. Responses to reasonable questions as they relate to maximizing competition for this requirement will be consolidated and published by 12 February 2024. Questions that do not directly relate to maximizing competition cannot be answered at this time.
