THIS IS A PRESOLICITATION NOTICE. A REQUEST FOR PROPOSAL (RFP) WILL BE POSTED ON OR ABOUT January 15, 2024.

Award is restricted to Woman Owned Small Businesses (WOSB) in accordance with Section 8(m) of the Small Business Act (15 U.S.C. 637(m))

The National Park Service, Northeast Region, Philadelphia Major Acquisition Buying Office intends to issue a Request for Proposal (RFP) for a firm fixed priced construction contract, subject to the Davis-Bacon Act to furnish all labor, supervision, supplies, equipment, tools, materials, all supplementary or miscellaneous items, appurtenances and devices incidental to or necessary for the project required to complete the work in accordance with the Contract Documents.

The project of construction of a multi-use paved trail connecting the existing Gettysburg National Military Park Visitor Center and Museum trail from Taneytown Road to Granite Schoolhouse Road.

Contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database.

NAICS: 237310 - Highway, Street, and Bridge Construction; the small business size standard is $45 million.

This requirement is being procured in accordance with Far Part 15 and Part 36

The order of magnitude for this project is estimated to be between $250,000 and $500,000.

Location of Work: Within the Gettysburg National Military Park approximately 3 miles southwest of the town of Gettysburg at 1300 Emmitsburg Road, Gettysburg, PA 17325.

Contract performance period is 215 days from notice to proceed.
