The USDA Animal and Plant Health Inspection Service (APHIS) intends to award a five-year IDIQ (Indefinite Delivery Indefinite Quantity) contract with firm fixed pricing on a sole source basis, under the authority of FAR Part 6.302-1, with IDEXX Laboratories Inc., Westbrook, ME for ELISA PRV gB strip antibody test kits for testing of PRV Psuedorabies. These test kits will be used for Veterinary Services (VS) located in Frankfort, KY. The applicable North American Industry Classification System (NAICS) code is: 334513 – Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables with a size standard of 750 employees.

The procurement of IDEXX gB Enzyme Linked Immunosorbent Assay (ELISA) test kits will support the United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services’ (VS) continued efforts to control and eliminate pseudorabies from domestic livestock and wildlife populations in the United States. USDA APHIS VS laboratories require an automated/semi-automated ELISA examination that is developed for speedy and reliable detection of the pseudorabies virus in swine serum. This examination must promote high levels of specificity and sensitivity, be compatible with current lab instrumentation (BioTek plate washers ELx405 and 405LS, BioTek plate readers ELx808 and ELx800), and be congruent with the testing performed by the National Vet Services Laboratory in Ames, IA.

These ELISA PRV gB strip antibody test kits will be procured as a commercial item in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). The sole source determination is based on IDEXX Laboratories, Inc. having prior work experience with USDA APHIS and currently the only manufacturer of ELISA PRV gB strip antibody test kits. The anticipated total value of the IDIQ contract is $1,000,000.00.

This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
