The Administration for Strategic Preparedness and Response (ASPR), Division of Strategic National Stockpile (SNS) is seeking capable sources to supply an anthrax antitoxin (monoclonal antibody) for treatment of inhalation anthrax due to Bacillus anthracis for use with appropriate antibacterial drugs as a medical countermeasure for the effective medical response to an anthrax attack. Product must be approved/licensed by the Food and Drug Administration (FDA).

Pertinent product characteristics include:

• Monoclonal antibody
• Single dose vials
• For intravenous infusion/administration

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 325412 – Pharmaceutical Preparation Manufacturing with a small business size standard of 1,300 employees.

The government will evaluate market information to ascertain potential market capacity to provide the supplies described in this notice. The responses to this Sources Sought Notice will be used to determine the acquisition strategy such as small business set-aside or other socio-economic set-aside, or unrestricted.

Note: If this requirement is set-aside, FAR 52.219-14 Limitations on Subcontracting will apply; similarly situated entity description applies. This clause requires that the concern perform at least fifty percent (50%) of the cost of the contract, not including the cost of materials, with its own employees.

Interested sources must submit a capability statement to the primary point of contact listed below no later than 11:00 a.m. (EST), January 4, 2024. At a minimum, the following information must be submitted:

1. Company name
2. Company address
3. Point of contact name, telephone number, and email address
4. Unique Entity Identification (UEI) number
5. Company size / socio-economic category
6. Statement of whether the firm is the manufacturer or a distributor
7. Full description of product that meets the requirements stated in this Sources Sought Notice, including the National Drug Code (NDC) for product
