FAR 6.302-1 - Only one responsible source (except brand name)

The United States Military Academy (USMA) and the Mission & Installation Contracting Command (MICC) at West Point, NY award a sole source contract under the authority of FAR 6.302-1, only one responsible source and no other services will satisfy agency requirements for a service contract to Mary Anne Liebert, Inc, to provide a subscription service to the Mary Anne Liebert academic journals in Cyberpsychology, Health Security, Neurotrauma, Tissue Engineering, and Violence and Gender.

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(1) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract and is not a request for competitive proposals.

The proposed contract is for Mary Ann Liebert,Inc.

The Government intends to solicit and negotiate with only one source under Simplified Acquisition Procedures (SAP), pursuant to the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1)(i). For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.

The Mission Installation Contracting Command - West Point on behalf of the United States Military Academy (USMA) intends to award a sole source, firm fixed price contract to Mary Ann Liebert, Inc, 140 Hugenot St Fl 3rd New Rochelle, New York 10801 to provide a subscription service to the Mary Anne Liebert academic journals in Cyberpsychology, Health Security, Neurotrauma, Tissue Engineering, and Violence and Gender.

The anticipated North American Industry Classification System (NAICS) Code is 518210 with the associated size standard of $35M.

This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to meet all aspects of the requirement. Responses should be addressed to, Mr. Shawn Valastro at Shawn.m.valastro.civ@army.mil no later than 1100 hrs. EDT on Friday 05 January 2024. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
