INTENT TO SOLE SOURCE

Navajo Area Indian Health Services (NAIHS), Inscription House Health Center intends to negotiate a one-time, sole source, firm fixed priced contract with CEPHEID, 904 East Caribbean Drive Sunnyvale, California 94089-1189 for COVID- 19 TESTING XPRESS COV-2 FLU RSV PLUS 10 TESTS kits. This acquisition is in accordance with FAR 13.106-1(b)(1)(i), Only one sources is capable of providing the supplies and services required at the level or quality required because the supplies or services are unique or highly specialized.

The Proposed Contractor; CEPHEID is the sole distributor/manufacturer of reagents needed for testing and additional services required for instrument performance. The Test Kits are compatible with the Cepheid Instrumentation utilized by Inscription House Health Center. These kits will be used to provide rapid clinical testing for treatment during respiratory season.

This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Only emailed responses will be considered. Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Last day to provide affirmative written response is December 27, 2023, 12pm EST.

A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement in the future. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
