THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATIONS

The Library requires the following supplies or services: Technical services and maintenance including troubleshooting support, patches, updates, and security features for the MAVIS desktop application, MAVIS Extensible Markup Language (XML) server software, and MAVIS database software. MAVIS is a mission-critical system used within the Library by the National Audio-Visual Conservation Center (NAVCC), Motion Picture, Broadcasting, and Recorded Sound Division (MBRS), Archive of Folk Culture (AFC), and Music divisions of the Library. It serves as a cataloging, processing, inventory tracking, and preservation tool for audiovisual material in the Library’s universal collections.

As MAVIS is tightly integrated with existing workflows and processes across multiple divisions, it is imperative that it be supported, updated, and maintained. The Library requires ongoing application and database support services to address issues that can only be resolved by resources with access to the proprietary source code of the MAVIS product. Support by a vendor with access to the proprietary source code allows for patches, scripts, updates and security features to be created and delivered to the Library. These features are needed to adhere to Library IT security directives and reduce the risk of system unavailability. The fulfillment of this requirement in turn ensures that the Library is able to fulfill its mission to “acquire, organize, provide access to, maintain, secure, and preserve … collections.”

Feenyx Proprietary Limited (“Feenyx”) is the sole owner of the MAVIS source code and MAVIS trademark. As sole owner of the source code, Feenyx is the only vendor able to support the needs of the Library for ongoing maintenance and support of its MAVIS installation.

The total period of performance including options for this requirement is January 1, 2024 – June 30, 2025.

The statutory authority for this sole source requirement is 41 U.S.C. 253 (c)(1) as implemented by FAR 6.302-1(b)(1)(i) only one source available, no substitutions possible. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources that can provide the reagents should submit a capability statement via email to Brandon Mose at bmose@loc.gov by 2:00pm EST on December 15th, 2023. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Any responses received after this date and exact time specified are late and will not be considered.

This notice does not obligate the Government to award a contract or otherwise pay for any information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its and sufficiently detailed to allow the Government to determine the organizations qualifications to perform the work. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted.
