1. Overview
SLAC National Accelerator is one of 17 Department of Energy (DOE) national labs, pushes the frontiers of human knowledge, and drives discoveries that benefit humankind. We invent the tools that make those discoveries possible and share them with scientists all over the world.
2. LSCC
The Large Scale Collaboration Center (LSCC) addresses mission capability gaps related to centrally hosting increasing numbers of science users and subject matter experts from multiple user facilities at SLAC. The LSCC facility will support scientific teams as they seek to optimally exploit experimental data through advanced visualization tools and interdisciplinary collaboration.
The LSCC D-B project provides the design and construction of a new science collaboration facility (~20,000-30,000 GSF), centrally located and within walking distance to supported science user facilities. The building is expected to accommodate 100+ assigned staff, with sufficient collaboration spaces and team rooms for additional users and visitors. In addition to the LSCC building, the project includes associated infrastructure and site work. The building will feature an all-electric design and seek LEED Gold certification.
LSCC will bring science collaboration, computing and data analytics together to meet impending new experimental demands in a facility adjacent to the existing science quad. LSCC will:
The LSCC will provide a new building to house scientific collaboration and shared programmatic space. The building is anticipated to feature spaces such as:
LSCC is a project directly funded by the Department of Energy (DOE) Office of Science. LSCC received DOE Critical Decision 1 (CD-1) approval in September 2019, and a re-solicitation of the project is being prepared for 2024.
SLAC is seeking a local and experienced integrated design-build subcontractor to successfully deliver LSCC. The anticipated procurement and construction timeline is presented below.
3. Procurement Strategy
Design Build package will be procured via Two-Step, Best-Value Trade-off method. The project has prepared a Basis of Design and narrative for the package. The Basis of Design is intended to inform the D-B contractor on a proposed path to delivering the LSCC and outlines project requirements, however we are seeking bidders to make their most creative approach to the project within a Design to Cost scenario. The award amount of this RFP is anticipated to be $40-44M.
Upon the receipt of Step 1 (Qualifications) proposals, the three (3) most highly qualified offerors shall be chosen to provide technical and price proposals. Upon award of the resultant contract, a stipend is anticipated to be paid to each of the 2 unsuccessful proposers from the Step 2 process.
The project is also considering project incentives to drive the project to overall success.
