The Eastern Acquisition Division (EAD) of NOAA’s Acquisition and Grants Office (AGO), on behalf of the Aircraft Operations Center (AOC) of NOAA’s Office of Marine and Aviation Operations (OMAO), is issuing this Request for Proposal (RFP) for the procurement of up to four (4) fully modified C-130J aircraft in supporting NOAA’s research and scientific programs. This RFP will include the production of two (2) ‘green’ C-130J aircraft, an analysis of alternatives for a vertically scanning doppler radar, and design of aircraft modifications. In addition, several optional Contract Line Item Numbers (CLINs) will be included for the following: two (2) additional ‘green’ C-130J aircraft; modifications for each of the four (4) aircraft; additional design of provisions for a vertically scanning doppler radar; spare parts, supplies, additional infrastructure services; and training and engineering support services. The requirement will include a five-year ordering period from approximately May 1, 2024 through April 30, 2029, where optional CLINs may be exercised at any point throughout the five-year period.
