The purpose of this Sources Sought Notice is to identify capable sources. This notice does not constitute a solicitation (Request for Proposal or Request for Quotation) or a promise to issue a solicitation in the future. No solicitation is available at this time. Requests for a solicitation will not receive a response.

All information submitted in response to this notice is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any costs incurred in developing information provided to the Government. This Sources Sought Notice is issued solely

for informational and planning purposes.

1. Description of Desired Capabilities

The NASA Shared Services Center (NSSC) at Stennis Space Center anticipates a future procurement for Agency-wide membership with RTCA, Inc which mechanism for the evaluation of NASA research and technology into operational use. In particular, research from NASA’s Aeronautics Research Mission Directorate

RTCA provide services to NASA under their “U.S. Government Membership” category as follows:

1. Access to RTCA’s library of standards and guidance documents
2. Ability to participate on RTCA committees
3. Ability to make formal inputs to recommended standards and aviation policies

• Discounted attendance to RTCA conferences, symposiums, and forums

2. Comprehensive Requirements

To procure a multiple year Agency -Wide membership with RTCA, Inc.

3. Submission Instructions

Responses to this sources sought notice must be submitted in writing. Oral communications are not acceptable in response to this notice. Proprietary information should be marked accordingly. T he response must be received by 15 December 2023, 0500 hours, Central Standard Time. Submissions shall be addressed to the contracting office and personnel outlined below. The Statement of Capabilities (SOC) must provide the following information as a part of its cover sheet:

1. Company name and address;
2. Business size and type
3. Point of Contact;
4. Phone/E-mail;
5. NAICS Codes;
6. Information regarding companys capabilities

The Government is primarily interested in identifying qualified sources capable of meeting the technical and programmatic requirements outlined in the draft SOW. Responses are limited to ten

(10) single-sided 8.5" x 11" pages with 1" margins, and 12-point font (Arial or Times New Roman).

Responses from small businesses and small, disadvantaged business firms are highly encouraged. A responding firm should indicate if it is a small business, a HUBZone small business, a service- disabled veteran-owned small business, a woman-owned small business, a socially and economically disadvantaged business, an 8(a) firm, a historically black college or university, or a

minority institution. The applicable North American Industry Classification System (NAICS) code 813920 – Professional Organizations has been selected for this requirement.
