This is a pre-solicitation notice issued pursuant to FAR 36.213-2, the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT), Newport, RI, intends to award a Multiple Award Construction Contract (MACC) that will have a total contract period of five (5) years. Projects carried out under the NUWCDIVNPT MACC include, but are not limited to, the following:

- Roofing

- Interior/Exterior Renovations

- Heating, ventilation, and air conditioning (HVAC)

- Painting

- Paving

- Low Impact Development (LID)

- Environmental/Hazardous Material Abatement

- Concrete/Foundation Work

The Contractor will be required to provide all management, labor, material, equipment, transportation, supervision, environmental, quality, and security controls to accomplish simultaneous maintenance, sustainment, repair, and minor construction projects at Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT). Work performed under this contract will be complex in nature, and require multiple disciplines working simultaneously. Coordination with Architect-Engineer (A-E) Contractors will be included in individual orders, as necessary. All such work shall be accomplished in strict accordance with all applicable Navy and local instructions, processes, procedures, and applicable building and life safety code requirements.

The contractor must be located within 120 miles commuting distance (by surface transportation) of NUWCDIVNPT.

Per FAR 36.204- Disclosure of the magnitude of construction projects, the estimated contract value is more than $10,000,000.00.

This procurement will be solicited as a 100% Small business set aside, as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The North American Classification System (NAICS) code for this acquisition is 236220. The small business Size Standard is $45,000,000.00.

The Product Service Code is Z2AZ Repair Or Alteration Of Other Administrative Facilities And Service Buildings.

Further details will be released upon issuance of Request for Proposal (RFP) number N6660424R0117, which is expected to be released in December 2023. Plans and specifications will be provided at the individual order level electronically.
