The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a hybrid cost-plus-fixed–fee and firm-fixed–price indefinite-delivery indefinite-quantity type contract on a sole source basis to Fairbanks Morse, LLC of Beloit, WI, doing business as Fairbanks Morse Defense (FMD), for engineering, logistics, training and integrated program management services. The Government intends to make an award in the 3rd quarter of fiscal year 2024.
The overall scope of this requirement is to provide lifecycle, modernization and in-service support for the engine lines listed in Appendix 1 of the attached Statement of Work and related shipboard auxiliary and support systems. The support required will involve technical, logistics, training, administrative and program management efforts related to diesel engine lifecycle and in-service concerns.
This requirement is a follow-on procurement for Contract Number: N64498-19-D-4001.
Based on the results of the sources sought notice published on 26 September 2023 on SAM.gov, in concurrence with the NSWCPD Director of Small Business this procurement is not a small business set-aside.
Pursuant to 10 U.S.C. 3204(a)(1), FMD is the only responsible source capable of fulfilling the Navy’s requirements for the specified effort. The proposed award and resulting modifications are for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The
Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining
whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion
of the Government. Responses shall be made in writing by E-mail to the attention of Anthony Piccari using the contact information provided in this synopsis. The Product Service Code
