Description
The Department of Energy (DOE), Western Area Power Administration (WAPA), Rocky Mountain Region (RMR) is issuing this Request for Quote (RFQ) for MOBT19 Bushing Replacement, in accordance
with the SF1449, Terms and Conditions (Solicitation Provisions and Contract Clauses), Attachment A - Specifications (with Drawings), Attachment B - Single Source Justification, and
Attachment C - IPP Payment Requirements.
This RFQ is issued as a 100% Small Business Set-Aside under NAICS Code 333613, small business size standard 750 employees. Award will be made to the technically acceptable quote with the
lowest evaluated price (LPTA).
Quotes shall include all the information as indicated on the SF1449. Failure to include the information indicated may result in quote being considered non-compliant with the solicitation
requirements and therefore not considered for award.
In no event shall telephone discussions be construed as changes to the solicitation or place conditions on the solicitation. Only written amendments to the solicitation issued by the
Contracting Officer shall constitute a change to the solicitation or specifications.
Quotes must be submitted via e-mail to the Contracting Officer, Jermaine Villareal at villareal@wapa.gov, and received by the date and local time indicated in Block 8. Quotes submitted
via any other method than e-mail will not be accepted or considered. It is the vendor’s responsibility to ensure that the Government receives submitted quotes by the due date. Quotes
received after the due date and time will not be considered for award.
Active SAM Registration: Offeror must have active/current registration in the System for Award Management (SAM) database (www.sam.gov) to be eligible to receive an award from any Federal
agency. By submission of a quote, the quoter acknowledges the requirement that a prospective awardee must have active/current registration in the SAM database at the time of quote
submission, prior to award, during performance, and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the SAM database
in the time prescribed by the Contracting Officer (at the time of quote submission), the Contracting Officer will proceed to award to the next otherwise successful registered
Offeror.
QUOTE SUBMISSION DETAILS:
1. Offeror shall make pricing and terms valid for a minimum of 60 days from the solicitation closing date appearing in block 8 of SF1449.
2. Price quoted for all CLINs shall include shipping/delivery FOB destination. No separate CLIN for shipping.
3. All items will be delivered to: WAPA (RMR), US DOE/WESTERN AREA POWER ADMINISTRATION, MONTROSE FIELD OFFICE/WHSE, 1800 SOUTH RIO GRANDE AVE, MONTROSE, CO 81401.
4. Offeror shall provide their System for Award Management (SAM) Unique Entity Identifier (UEI) Number number on their quote.
5. Offeror shall provide country of manufacture of all items quoted and complete the Buy America Certificate (52.225-2).
6. Offeror shall provide estimated delivery date ARO for each item. Please identify the earliest available delivery lead time.
7. If Offeror fails to include any of the information identified above upon quote submission may result in Offerors quote being deemed non-compliant and not considered for award.
