The Navajo Area Indian Health Service, Tsaile Health Center, Tsaile, AZ intends to award a non-competitive, sole source task/delivery order against Federal Supply Schedule contract FSS 36F79719D0135 to proposed contractor, ScriptPro USA Inc. Sole Source authority cited FAR Part 8.405-6 (a)(1)(i)(B) - Only one source is capable of providing the supplies and services required at the level or quality required because the supplies and services are unique or highly specialized. The Proposed Contractor shall continue the robotic prescription dispensing rental, support and upgrade services on the ScriptPro Robotic Prescription Dispensing System at the Tsaile Health Center Pharmacy Department, period of performance date is, January 01, 2024 to December 31, 2024.

The Proposed Contractor is the only organization uniquely qualified to provide the required services to ensure there is no interruption in services that will negatively affect direct patient care. The proposed contractors equipment is currently on-site, fully installed, and is currently being used by Pharmacy staff to provide direct patient care testing services. The ScriptPro system is proficient with RPMS and manages the automated dispensing system workflow. Tsaile Pharmacy Department effectively check’s in patient(s) while Pharmacy Techs operate ScriptPros robotic medication dispensary to match doctor scripts with RPMS system. If the ScriptPro machine support services is down or unavailable, the pharmacy team is not able to support direct patient care services for medication dispensing. Changing out systems would negatively impact direct patient care.

This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Last day to provide affirmative written response is October 30, 2023, 5:00PM MDST.

A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement in the future. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 8.4. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
