The Bureau of the Fiscal Service, on behalf of the Office of Information and Security Services (ISS), Physical Security Branch, intends to make award on a sole source basis to Communications Resource Incorporated (CRI) for upgrading their Enterprise Physical Access Control System to the latest Lenel Onguard commercial off-the-shelf version and the Personnel Security Investigation Server Applications to the latest Net Core. Direct maintenance and support of the Information Technology (IT) Enterprise Physical Security System (EPSS) shall also be provided.

The Bureau of the Fiscal Service’s Physical Security System (PSS) protects assets, personnel, and further comply with national level critical infrastructure program requirements. The need for upgrading and maintaining the Video Management Systems (VMS) for the Physical Security System (PSS), came about as a result of requiring a single, integrated security management platform that addresses the current and future requirements of Fiscal Service. The upgrade of the VMS is providing the basis for consistent VMS and recording platform across all Fiscal Service facilities. This system retrofit will provide Fiscal Service with a solution for reducing risk associated with issuing and managing identity credentials for Fiscal Service employees and contractors.

The objective of this project is to contract with a Woman Owned Small Business (WOSB) firm that is a certified Lenel Value Added Reseller, with a valid GSA Schedule Contract.

Qualified Contractors that feel they offer the same or similar products/services that can meet the Government’s need shall provide the following for consideration:

1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service-Disabled Veteran Owned Small Business, HubZone, Women Owned Small Business, etc.) Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses.

2. UEI number.

3. Proof of being a Certified Lenel Value Added Reseller.

4. Specific details of the products/services that your company offers in regard to this notice.

5. Whether your content is available through a Government contract vehicle or Open Market.

6. A brief capabilities statement (not to exceed 5 pages) that includes a description of your companys standard line of business, as well as a list of customers to whom your company currently provides the specific required content.

7. Responses must include sufficient evidence that clearly shows your company is capable of providing the content described in this notice.

Responses received will be reviewed; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received by the aforementioned deadline, then Fiscal Service will proceed with making an award on a sole source basis to Communications Resource Incorporated (CRI).

The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:
