Naval Air Systems Command (NAVAIR) intends to issue a Cost type Delivery Order to Northrop Grumman Systems Corporation (NGSC), Melbourne, Florida (FL). This order will be awarded under a Corporate Basic Ordering Agreement (BOA) to replace the existing EGI (LN-251) with the new EGI-M (LN-351) and to modify existing software on the E-2D to use the GPS M-Code functionality in the LN-351 receiver in support of the E-2D aircraft platform.

As the sole designer, developer, and manufacturer of the E-2D aircraft, NGSC is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c) (1), as implemented by FAR 6.302-1, Only One Responsible Source, and no other supplies or services will satisfy the agency requirements. A determination by the Government not to compete this proposed modification based upon responses to this notice is solely within the discretion of the Government.
