Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole-source, Firm Fixed Price (FFP) type contract to Northrop Grumman Systems Corporation (NGSC), Melbourne, Florida (FL) under a Corporate Basic Ordering Agreement N00019-20-G-0005 (BOA) to purchase 12 Motor Controller, P/N: 123SCEC5175-5, 12 N-Voice and Data Recorder (NVADR) units P/N: 123SCAV9460-3, and 7 Standard Automatic Flight Control System (SAFCS) units, P/N: 1128SCAV967-11 in support of the E-2D platform.
As the sole designer, developer, and manufacturer of the E-2D aircraft, NGSC is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c) (1), as implemented by FAR 6.302-1, Only One Responsible Source, and no other supplies or services will satisfy the agency requirements. Interested persons may identify their interest and capability to respond to the requirement. A determination by the Government not to compete this proposed modification based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.
