This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. NASA intends to establish single award Blanket Purchase Agreement (BPA) to procure third party International Organization for Standardization (ISO) 9001, ISO 14001 and Aerospace Standard (AS) 9100 Registrar Services to include (a) auditing of NASA operations to determine conformance with the requirements of those standards as applicable, (b) recommendation for, and issuance of registration, or continuation of existing registration as appropriate to the then current version of each standard, and (c) reporting audit results.

Solicitation number 80NSSC24Q0004 is issued as a request for quotation (RFQ).

This Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06, effective October 19, 2023.

This RFQ is for Full and Open under NAICS code and small business size standard, 541611 and $16.5M, respectively.

The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and a all addenda to the provision.

The method of evaluation to be used by NASA will be Lowest Price, Technically Acceptable

(LPTA).

Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.

The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and all addenda to the clause.

The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
