This requirement provides support for the Distributed Common Ground System (DCGS) that is used for collection, correlation of data and collaboration of signals of interest from airborne, ground, and other systems in order to provide near real time actionable intelligence to the war fighters. The specific DCGS subsystems supported include Joint Signal Processor (JSP) and Common Intelligence Collection System (CICS), and all associated laboratories, support equipment and related products. Fielding of CICS for use at all DCGS locations is also required to meet and support mission operations. Under the contemplated contract, the following supplies and/or services will be provided:

1) Procurement of equipment for DCGS Open Architecture (OA) sites installations to meet; enhance and support mission operations. This effort will also provide for sustainment of current and future systems fielded at applicable DCGS sites, in addition to continued development of enhanced capabilities and modifications required to meet evolving mission requirements.

2) Program management, system testing support, Software (SW) development and support, material procurement, engineering services, repair activities, training [Operation and Maintenance (O&M)], technical data, data reporting, field support, and travel.

It is anticipated that the RFP will be released on or around 13 November 2023. The RFP will be posted to the beta.SAM webpage. NO HARD COPIES WILL BE PROVIDED. The technical data required to respond to the RFP may be obtained at the same website. All vendors are required to register.

The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source L3HARRIS TECHNOLOGIES INTEGRATED SYSTEMS L.P., dba L-3 COMMUNICATION INTEGRATED SYSTEMS L.P. (CAGE Code: 05395) under authority of FAR 6.302-1 because the Government lacks a complete technical data package. However, Interested Party or Person(s) may identify their interest and capability to respond to the requirement or submit a quote(s). This notice of intent is not a request for competitive quotes.

One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.
